Dr. CaleelWelcome to the Midwestern University/Osteopathic Postdoctoral Training Institution (MWU/OPTI) web site, which facilitates exploration of the Midwestern University/OPTI graduate medical education programs, as well as the University's varying academic programs in the health professions. My name is Thomas Boyle, D.O.,  and prior to my appointment as Dean of Postdoctoral Education I served as Associate Dean of the Chicago College of Osteopathic Medicine, and I am a board certified Emergency Medicine physician. My responsibilities as Executive Director of the MWU/OPTI include working in concert with the Governing Board and the MWU/OPTI Participating Partners to develop, implement and evaluate general policy; maintaining ongoing communications with all constituencies; representing the organization to external constituencies; providing direction for planning and development; and maintaining the official repository of the MWU/OPTI records.

The Executive Director also serves as Chief Academic Officer for the MWU/OPTI. In that role I ensure that the MWU/OPTI provides a continuum of education to meet the needs of its students from graduate to postdoctoral levels in the health sciences. I additionally ensure that both regional campuses remain committed to fully integrating the clinical training of third-year and fourth-year medical students with postgraduate residency training programs.

Providing the clinical experiences necessary to train the healthcare professionals of tomorrow requires the MWU/OPTI to continuously develop, monitor, and assess its clinical training sites. The MWU/OPTI responds to changing faculties and fluctuations in clinical resources of its sites by cultivating new sites on an ongoing basis. As new opportunities for clinical experiences emerge, the MWU/OPTI member Colleges of Osteopathic Medicine negotiate with the sites on behalf of Midwestern University as a whole.

An Osteopathic Postdoctoral Training Institution, or OPTI, is a consortium of osteopathic graduate medical programs. OPTIs consist of an osteopathic medical school and one or more teaching hospitals whose affiliation provides strong, high-quality postdoctoral training programs.

The Program and Trainee Review Committee (PTRC) of the American Osteopathic Association (AOA) approves internship and residency training programs in hospitals. Each of MWU/OPTI’s internship and residency training programs has been awarded full accreditation by the AOA’s Program and Trainee Review Committee.

The AOA mandated the organization and accreditation of OPTIs through its Council on Postdoctoral Training Institutions (COPTI) in 1998 to assure the public, appropriate governmental jurisdictions, the osteopathic medical profession, and intern and resident trainees that established levels of quality, or standards, for postdoctoral education in osteopathic medicine have been met or exceeded. The accreditation process involves systematic examination, peer review, and evaluation of all aspects of the OPTI's educational impact and effectiveness as measured against AOA-approved standards. Standards additionally guide thorough assessment of the financial and philosophical ability of institutions to provide quality training programs and to assure intern and resident trainees that they are entering educationally and financially stable programs.

The Council on Osteopathic Postdoctoral Training Institutions publishes the accreditation standards for osteopathic postdoctoral training institutions and additionally provides documents utilized in the review and approval of internship and residency training programs. The standards, published as the Basic Documents for Postdoctoral Training (2/2016) on the AOA's website, consist of nine sections that provide an overview of the basic requirements for OPTIs, and also for approvals for new and continuing intern and residency training programs.

The information published in the Basic Documents for Postdoctoral Training (2/2016) provides requirements and guidance to directors of medical education, specialty affiliates, intern and resident surveyors, program directors, administrators, and interns and residents. The nine sections are arranged to reflect the requirements for the administration of an intern or residency program and their relationship to the OPTI.

As mandated in 1998, Midwestern University restructured its postdoctoral training programs to meet the standards and requirements of COPTI, and the newly organized MWU/OPTI was awarded accreditation by the Council on Osteopathic Postdoctoral Training Institutions (COPTI) of the American Osteopathic Association. Its most recent accreditation action occurred in March of 2011, when continuing accreditation was granted with the next site visit anticipated in 2015.

The MWU/OPTI

Midwestern University has been educating osteopathic physicians since 1900, and meeting the needs of the education continuum requires the development of quality postdoctoral education for osteopathic physicians. The Governing Board of the MWU/OPTI establishes and administers the policies and procedures of this single administrative entity that is distinguished from similar organizations by its operation in two geographically diverse campus regions with one in Downers Grove, Illinois, and one in Glendale, Arizona. In each campus region, every training program is fully accredited and designed to offer graduate medical education of the highest quality in each area of specialty training.

The MWU/OPTI Policies and Procedures Manual governs both MWU/OPTI regions. Each campus operates one of the two Regional Osteopathic Graduate Medical Education Committees.

The faculty appointments of faculty members who deliver the curriculum sponsored by the MWU/OPTI are awarded by either the Arizona College of Osteopathic Medicine, the Chicago College of Osteopathic Medicine, or one of the six other medical schools in the greater Chicagoland area whose clinical faculty teach on a reciprocal basis in MWU/OPTI training programs.

As part of its Strategic Plan to address the role of the OPTI within the Single Accreditation System, MWU/OPTI submitted an application for accreditation as an institutional sponsor to the Accreditation Council for Graduate Medical Education. MWU/OPTI achieved Initial Accreditation as an ACGME Institutional Sponsor effective July 1, 2015.

Mission

The MWU/OPTI provides academic sponsorship for osteopathic postdoctoral training programs with a focused commitment to osteopathic principles and practice; creates clinical education opportunities for osteopathic medical students; supports trainee clinical research and scholarly activity; enhances faculty teaching and assessment skills; supports curricular and accreditation activities of member institutions and programs; and promotes development of osteopathic postdoctoral training programs.

Purpose

The MWU/OPTI is established to support and promote a continuum of osteopathic medical education that begins with matriculation at one of the University's osteopathic medical schools and extends through postdoctoral training. MWU/OPTI Participating Partners agree to collaborate on areas of mutual interest and benefit, including, but not limited to, education standards, academic programs, grants acquisition, evaluation activities, faculty development, curricular development, continuing medical education, research/scholarly activity, marketing, promotion, and recruitment. The MWU/OPTI will operate in accordance with the standards of the American Osteopathic Association's Basic Documents for Postdoctoral Training.

Governance Structure

The Midwestern University OPTI is an integral part of the Midwestern University academic community that is governed through Bylaws that define its distinct mission, purpose, membership, governance and committee structure, officers, and operational management. The Bylaws may be amended by the MWU/OPTI Governing Board at any regular or special meeting upon the affirmative vote of two-thirds of the members present when a quorum has been achieved.

The current organizational structure of the MWU/OPTI is unique in that it includes two osteopathic medical schools: the Chicago College of Osteopathic Medicine located on the Downers Grove Campus, and the Arizona College of Osteopathic Medicine located on the Glendale Campus. The Midwestern University OPTI structure operates its two regions as a unified academic community and provides the comprehensive services and support that ensure the success of the postdoctoral training programs. Under the aegis of the MWU/OPTI Governing Board, each campus oversees its separate geographical region of postdoctoral training programs.

 

Membership in the MWU/OPTI is established through affiliation agreements, and membership becomes effective upon the execution of such affiliation agreements. Affiliation agreements are contracts that continue on an ongoing basis and are subject to periodic assessment. Members of the MWU/OPTI are those institutions or entities that have been awarded American Osteopathic Association accreditation for their residency programs or are AOA COCA (Commission on Osteopathic College Accreditation)-accredited colleges of osteopathic medicine. Members are entitled by their affiliation to representation on the Governing Board. Midwestern University OPTI designates these members as its Participating Partners.

The MWU/OPTI Governing Board controls and manages the affairs of the MWU/OPTI, which includes setting policies based on recommendations from the MWU/OPTI committees. These policies are published in a MWU/OPTI Policy Manual. The Governing Board reviews educational and financial status reports, engages in strategic planning, and establishes, reviews, alters, reduces, or discontinues educational policies and programs.
